Brown the beef in a soup pot over medium-high heat. If you are using beef that is not grass fed, drain off most of the fat.

Add the cabbage and onions, cover, and simmer until the cabbage wilts.

Add the water and seasonings. Cover again and simmer, stirring now and then, until the cabbage is soft and well cooked, 30 to 45 minutes.
