Preheat the oven to 425°F.
Divide the cauliflower between 2 large rimmed baking sheets. Toss with the butter and all the seasonings. Bake until browned and crispy, 30 minutes for fresh cauliflower 35 to 45 minutes for frozen.
While the cauliflower is roasting, brown the meat in a large skillet on medium-high heat, seasoning as desired with chili powder, cumin, paprika, salt, and pepper. Drain off any excess fat if needed.
Remove the cauliflower from the oven and top it with the grated cheese. Sprinkle with the browned, seasoned meat and the rest of the toppings. Return it to the oven and bake for another few minutes. (Or broil until the cheese is melted. Watch it doesn’t burn.)
