Preheat the oven to 400°F.

Put the okra in a food processor and process until completely broken down. Add all the other ingredients (except the meat, parsley, cooking oil, and water with soy sauce) and process until it becomes a paste.

Place the meat in a large bowl and add the paste and parsley. Mix well with your hands (or a fork), then form into small balls (a hair smaller than a golf ball).

Spray a large rimmed baking sheet with coconut oil. Put the meatballs on the baking sheet and bake for 10 minutes. Pour in the water or broth. Reduce the oven temperature to 350°F and continue baking for another 20 to 25 minutes.
